To improve the quality of teaching physical education courses at schools, conducting Festivals of Better Teaching Models has been an accepted mechanism. However, the way that these festivals are conducted could improve itself. To this end, 25 physical education teachers participating in the 14th Festival, university professors and department heads, and the Festival’s judges and administrators were interviewed and their opinions on the subject sought. Based on the responses of the interviewees, improvements in causal factors such as the mechanism of benefitting from the elite of physical education, as well as the upstream guidelines and the way that the Festival is conducted are needed. The underlining conditions affecting the Festival, such as ministerial programs and the existing hurdles and difficulties were also identified. Strategies concerning the development of educational objectives, improvements in implementation, and structural changes were suggested. Finally, it was acknowledged that improved creativity, collegial interaction and empowerment, joyfulness, and cooperation are among desired outcomes of the Festival.
