To identify the hurdles that 6 to 12-year-old children in rural and tribal areas face in going to school and ways of removing them a large sample of administrators, teachers, and students in the rural and tribal areas of Azerbaijan provinces was interviewed and given questionnaires with assumed validity and reliability of 0.70 through test-retest. Results show that three cultural, one personal, two geographical, two economic, and two organizational hurdles can be identified while six factors could help with the remediation of the problem.
