Given that entrepreneurship is a learned skill and is related to skills such as critical thinking, problem solving, initiation, and cooperation, it is paramount that it is taught in high schools given that the grounds for doing so are available. To assess such availability, based on the inputs of 15 experts in educational administration, an instrument was designed and constructed that consists of five dimensions of infrastructures, structure, human resources, work environment, and educational processes. The internal consistency of the instrument was measured to be rather high (+0.91) across the five dimensions. To validate the instrument, following the interviews of a categorically random sample of 147 technical high school principals, a confirmatory factor analysis was performed that yielded factor loads greater than 0.3. Hence, it can be used to further advance the teaching of entrepreneurship in high schools.
