The Impediments of Implementing the Bills Ratified by the Provincial Council of Education in East Azerbaijan

To identify the impediments of implementing the decisions made by the provincial council of education in East Azerbaijan, a randomly selected sample of 264 council members was given a questionnaire consisting of three sets of structural, cultural, and social impediments. The internal consistency of the instrument is 0.85. Data analyses show a significant positive correlation between the three sets of impediments and the ratified bills not implemented. Further analysis revealed that 38% of bills not implemented is due to predictive variables from among which only the social impediments are significant. It is suggested that necessary legal and executive steps be taken, and appropriate evaluation system implemented in order to optimize the cooperation of all involved in implementing the council’s decisions.
