Left out of School Children in Rural and Tribal Areas: Causes and Ways of Remediation

To identify the hurdles that 6 to 12-year-old children in rural and tribal areas face in going to school and ways of removing them a large sample of administrators, teachers, and students in the rural and tribal areas of Azerbaijan provinces was interviewed and given questionnaires with assumed validity and reliability of 0.70 through test-retest. Results show that three cultural, one personal, two geographical, two economic, and two organizational hurdles can be identified while six factors could help with the remediation of the problem. The interview data also lead to identification of 8 hurdles, six ways of removing them.
