The Need to Utilize Chaos Management Techniques in Elementary School Preparedness Assessment Program

One of the most important programs in the Ministry of Education is the health and academic preparedness assessment program. It is assumed that any assessment program is so dynamic and unpredictable that makes systematic planning impossible. This assumption has been strengthened by the use data collected from 2009-2013. Although these data match the global data in this area, there seems to be quite a bit inconsistency and disorder between different provinces. For example, in vision, hearing, and preparedness screening, the percentages of wrong referals vary by 27.5, 41, and 40.8 percent, respectively. The chaos within the program needs to be managed in order to reduce cost and improve effectiveness. To this end, based on the theory of chaos management, the available data was used to provide a descriptive comparison of each province and the overall program results. Based on these comparisons suggestions are given in order to improve the program.
