other آزمون نظریه واگنر برای تبیین عوامل مؤثر بر تخصیص اعتبارات غیر پرسنلی به آموزش و پرورش تخصصي Special پژوهشي Research <p dir="RTL" style="text-align: center;"></p> <p dir="RTL" style="margin-right: 59.05pt; text-align: justify;"><em>کافی نبودن اعتبارات غیر پرسنلی که دولت به آموزش و پرورش اختصاص می</em><em><span dir="LTR">‌</span></em><em>دهد، می‌تواند به کاهش کیفیت خدمات آموزشی و پرورشی منجر شود.بر اساس نظریه واگنر دولت متناسب با افزایش تولید ناخالص ملی و رشد جمعیت دانش &shy;آموزی،مخارج آموزشی را افزایش می دهد.در این مقاله نظریه مورد اشاره برای دوره زمانی 1360 تا 1392به روش تخمین خود رگرسیون برداری و الگوی تصحیح خطای برداری (</em><em><span dir="LTR">(VECM</span></em><em> یوهانسون </em><em>&ndash;</em><em> جوسلیوس آزمون شد. نتایج&nbsp; نشان داد که در کوتاه مدت، تغییر در سهم اعتبارات غیر پرسنلی ارتباطی با شمار دانش آموزان،نوسان درآمدهای دولت،برنامه‌ها، اهداف و فعالیتهای آموزشی نداشته و متأثر از سیاستهای انقباضی دولت نیز نبوده‌است. بنابراین نظریه واگنر برای تبیین عوامل مؤثر بر اختصاص اعتبارات غیر پرسنلی صدق نمی‌کند. همچنین متغیرهای اعتبارات غیر پرسنلی و نرخ رشد شمار کارکنان آموزش و پرورش با یک دوره تأخیر بر اعتبارات غیر پرسنلی به ترتیب تأثیر منفی و مثبت داشته‌اند. نتایج ناشی از تجزیه واریانس نیز نشان داد که در بلندمدت، بیشترین سهم در تغییر اعتبارات غیر پرسنلی آموزش و پرورش عمومی از طریق خود متغیر (حدود 70 درصد) و پس از آن به ترتیب از طریق مخارج دولت، اعتبارات هزینه شده آموزش و پرورش، نرخ رشد شمار کارکنان آموزش و پرورش و در نهایت سیاستهای دولت توضیح داده می شود. پیش بینی نشان داد که اعتبارات غیرپرسنلی در سال 1398 نسبت به سال 1392با رشد متوسط 9/3 درصد در سال در مجموع 3/23 درصد افزایش خواهد یافت.</em></p> <p dir="RTL" style="margin-right:59.25pt;"></p> <p dir="RTL"></p> <p align="center"></p> <p></p> <p style="text-align: justify;">Budget allotment to the non-personnel expenditures at the Ministry of Education (MOE) affects the quality of educational services that are rendered by this Ministry. According to Wagner&#39;s perspective, budget allotment should be proportional to the GNP and the increase in student population. However, it is entirely possible that other factors may be affecting this budgetary category. The perusal of the available data for the period of 1982-2014 revealed that changes in non-personnel budget allotment have not been related to changes in student population nor the GNP, as Wagner predicts. What, however, seem to have been at work are the overall governmental expenditures, the MOE expenditures, the personnel population, and governmental policies that have brought changes in the budget allotted for the non-personnel expenses.
