General and Professional Qualifications of Iranian High School Masters according to the Ministerial Documents

A perusal of the ministerial documents at the Iranian Ministry of Education during the past 100 years was undertaken in order to clarify how the general and professional qualifications required for the post of high school master have evolved over the course of time. Results show that initially no distinctions were made between general and professional qualifications. It is only for the past 25 years that these two sets of qualifications are separately listed. However, the categorization and listing is not done carefully as some of the general qualifications are actually professional and vice versa. For example, qualities of leadership and management are listed among general qualifications while the level of education is among the professional qualifications. The same inadequacy can be seen in the qualifications declared for the elementary and middle school administrators. Overall, most of the qualifications are vague and open to interpretation, thus making them difficult to measure.
